Having 2 small states start things off is actually a good thing as it allows the electorate to gauge the candidates early and reset,before totally committing most of them to a nominee early.
It's like sampling some wine than eating a cracker to cleanse the palate,before moving on to more tastings.
The solution with electoral votes is to change the winner take all format,and split them in proportion to a candidates % of the vote,so for example if someone receives 60% of the vote in a state with 30 electors they would get 18 and,the other 40% would share 12.It would reduce the impact of any 1 state on a nationwide election.
