There are bookies and players who would prefer that business remain as usual rather than have any type of regulatory laws passed for online gambling which would open the market.

Large "local" US books would seem to be an obvious group who would like to maintain the status quo. Another group may be some "offshore players" who somehow benefit from current circumstances...

Perhaps a better question would be who would prefer the UIGEA not be repealed?
