No, I don't think he should pay. For two reasons.
One is that the city of El Paso didn't "spend" the money, as much as they redistributed it. Meaning that the only reason a city government has money in the first place is that they levied taxes. Trump's visit was a boon to the local economy because the city gave some of the money it taxed back to its citizens. Who will, very probably, spend it on businesses in the city, etc. It's just an example of circulating cash flow.
Secondly, here's a hypothetical. Let's say a Libertarian ran for president, and he wasn't backed by PACs and special interest groups. This candidate decided to give a speech in, say, New York. Tens of thousands of people show and listen. Then, let's say the mayor of the city was from a different party, and wanted to stick it to the candidate he didn't like. He could submit a bill for made up expenses knowing that the candidate couldn't pay it. It would be impossible for a third party candidate to ever have his voice be heard.
Plato once wrote that anyone smart enough to govern is also smart enough to avoid politics. So, one of the drawbacks of being highly intelligent is that you're always governed by someone not as smart as you. Politicians in this country are narcissistic assholes.
