While CAW programs are active in nearly every sizeable pool in racing, there are some exceptions. Exotic bets that have low takeout rates are rarely targeted to a significant degree by CAW programs, because as takeouts go down, account-wagering operators that cater to CAW programs have less room to award rebates. That cuts into the programs’ ability to generate positive returns without an exceptional win rate.
 
Good luck getting rid of them and its kind of comical that old fashioned horseplayers would complain. If the computerized world had just left them alone and forced betting to be done by old fashioned methods by old fashioned handicappers you'd have $150 pools on races.

The racetracks effectively are business partners with the large syndicates at the peril of loyal customers in the grandstand and clubhouse.

Sad to see not everyone competing against one another at the same takeout levels.

Loyalists in the grandstand and clubhouse are getting fleeced at a faster rate than ever before.

Allow one entitled group a takeout rate of 10% and others will experience a higher tax than the published rate.

Racetracks should merely oversee a fair market.

Instead, they've created a crooked racket.
