"Targeting" is a term best used for coaches or players who put a bounty or target on an opposing player.

I learned football when a defensive player would be penalized for "spearing."
Since 1976, in both pro and college football, it has been illegal to intentionally lead with the crown of the helmet when attempting to tackle an opposing player.
And the key word here is
intentionally.
Intent was a factor with spearing, but not anymore.
The safety-conscious NFL and NCAA have overreacted to criticism and taken extreme measures to reduce violence in the sport.
I'm waiting for the day when a referee announces to the crowd that there's a 15-yard penalty for "too much football."
