I can understand why someone with no chance to win their party's nomination will run anyway, I don't understand why someone with no chance feels the need to announce they're not running. Mike Pompeo? LOL

Hurricane Sandy hit the NY and NJ areas in late October of 2012.

DeSantis didn't take office in the House of Representatives until January of 2013.

DeSantis said he sympathized with victims and that those with flood insurance should have their claims paid. But he said that "allowing the program to increase its debt by another $9.7 billion with no plan to offset the spending with cuts elsewhere is not fiscally responsible."

DeSantis voted against the measure that passed in the House. Obama signed it into law.

DeSantis voted against both $9.7 billion and $50 billion in Sandy relief in January 2013 as a newly elected congressman.

And while we are on the subject of DeSantis, not a single governor handled the pandemic better than him. While fools like Pritzker, Newsom and Whitmer couldn't wait to lock down their states and instill as much fear as possible, DeSantis went against that nonsense.
