I find Browns return to the govenorship rather funny, I hope arnold hands him the keys and says "good luck with the $40 billion deficit, , I wont be back".

The 'Golden State' Still Doesn't Get It

States: The midterm elections turned into a sweeping repudiation of the Democrats' failed status quo — except, that is, in California. There, not only did the Democrats not lose, they gained clout.

Even as voters in other states said they'd had enough of ever bigger, more intrusive and higher-cost government by the Democrats, California voters said, "More please."

With the exception of the governor's office, California has been a virtual one-party state since the 1960s. Now, thanks to decades of anti-business policies promulgated by a series of left-leaning legislatures, its economy and finances are a mess, and it's hemorrhaging jobs, businesses and productive entrepreneurs to other states.

The pattern continued on Tuesday, when voters rehired 1970s Democratic gubernatorial retread Jerry Brown and rejected moderate Republican and former Hewlett-Packard CEO Carly Fiorina for far-left, five-term incumbent Sen. Barbara Boxer.

How bad has it gotten in the erstwhile Golden State? Consider:

• Some 2.3 million Californians are without jobs, for a 12.4% unemployment rate — one of the highest in the country.

• From 2001 to 2010, factory jobs plummeted from 1.87 million to 1.23 million — a loss of 34% of the state's industrial base. Ask any company, and it'll tell you the same thing: It's now almost impossible to build a big factory in California.

• With just 12% of the U.S. population, California has almost a third of the nation's welfare recipients. Some joke the state motto should be changed from "The Golden State" to "The Welfare State." Meanwhile, 15.3% of all Californians live in poverty.

• The state budget gap for 2009-10 was $45.5 billion, or 53% of total state spending — the largest in any state's history.

• The state's sales tax is the nation's highest, and its income tax the third-highest, the BusinessInsider.com Web site recently noted. Meanwhile, the Tax Foundation's "State Business Tax Climate Index" ranks California 48th.

• In a ranking by corporate relocation expert Ronald Pollina of the 50 states based on 31 factors for job creation, California finished dead last.

• In another ranking, this one by the Beacon Hill Institute on state competitiveness, California came in 32nd — down seven spots in just one year.

• California is home to 25% of America's 12 million to 20 million illegal immigrants. A 2004 study estimated that illegals cost the state's citizens $10.5 billion a year — roughly $1,200 per family.

• Unfunded pension liabilities for California's state and public employees may be as much as $500 billion — roughly 17% of the nation's total $3 trillion at the state and local level.

Calif borrows $40M a day to pay unemployment

With one in every eight workers unemployed and empty state coffers, California is borrowing billions of dollars from the federal government to pay unemployment insurance.

The Los Angeles Times reports that the state owes $8.6 billion already, and will have to come up with a $362-million payment to Washington by the end of next September.

The continued borrowing means federal unemployment insurance taxes are going to increase, upping the annual payroll costs $21 a year per worker.

California tops the list of 32 states that have borrowed a total of $41 billion to pay claims.

The state took out its first loan from the federal government early last year, to deal with rising payment of benefits and number of claims.

There Oughta Be a Law: Californians Getting 725 New Ones in 2011

Californians will welcome 725 new laws on Jan. 1. Here's a glance at some of the laws taking effect when you ring in the new year:
  • AB 119 prevents insurance companies from charging different rates for men and women for identical coverage.
  • SB 782 prevents landlords from evicting tenants who are victims of domestic or sexual abuse or stalking.
  • AB 1844—informally known as Chelsea's Law and authored by local Assemblyman Nathan Fletcher—will increase penalties, parole provisions and oversight of sex offenders, including a "one-strike, life-without-parole penalty" for some.
  • AB 1871 allows people to lease out their cars when they are not being used—alleviating the need to purchase additional insurance.
  • AB 537 will make food stamps an acceptable form of payment at farmers markets through an EBT process.
  • SB 1411 makes it a misdemeanor to maliciously impersonate someone via a social media outlet or through e-mails.
  • SB 1317 allows the state to slap parents with a $2,000 fine if their K-8 child misses more than 10 percent of the school year without a valid excuse. It also allows the state to punish parents with up to a year in prison for the misdemeanor.
  • AB 715 makes a change to the California Green Building Standards code. The change will require new California buildings to be energy efficient.
  • SB 1449 makes the possession of up to one ounce of marijuana an infraction with a penalty of a $100 fine.
  • AB 12 allows foster youth to acquire state services until the age of 21.
  • SB 1399 allows California to medically parole state prison inmates with physical incapacitating conditions and ultimately shifts some of the cost of care to the federal government.
  • AB 97 bans the use of trans-fats in food facilities.

California?s Central Valley: Zimbabwe West?

Until recently, California?s Central Valley was one of the nation?s most productive agricultural regions. Not only did it feed itself, the state of California, and the entire country, it also produced exports to other nations. That kind of enterprise employed a lot of people in Central California, from farm hands to wholesalers, and created a high standard of living.

That continued right up to the moment that the federal government got more concerned over the Delta smelt, a small, inedible fish, than feeding people. A court order cut off water deliveries for seven months out of the year to the Central Valley at the same time a drought hit, and the combination turned a once-fertile breadbasket to the world into a Dust Bowl ? or as Investors Business Daily suggests, a government-initiated agricultural disaster on the same order as Zimbabwe today or Ukraine in the 1930s. Monica Showalter reports that the region that once fed the world now faces widespread hunger as a result:
Local newspapers and Fresno County officials are trying to rally Facebook users to vote for Fresno in a corporate contest sponsored by Wal-Mart for $1 million in charity food donations for the hungry. Fresno, a city of 505,000, has taken the national lead because 24.1% of Fresno?s families are going hungry.

Civic spirit is good, but something big is wrong here. Fresno is the agricultural capital of America. More food per acre in more variety can be grown in the fertile Central Valley surrounding this community than on any other land in America ? perhaps in the world.

Yet far from being a paradise, Fresno is starting to resemble Zimbabwe or 1930s Ukraine, a victim of a famine machine that is entirely man-made, not by red communists this time, but by greens.

State and federal officials, driven by the agenda of environmental extremists, have made it extremely difficult for the valley?s farms, introducing costly environmental regulations and cutting off critical water supplies to save the Delta smelt, a bait fish. It?s all driving the economy to collapse.

In the southwest part of the Central Valley, water allotments as low as 10% of normal have created a visible dust bowl. The knock-on effect can be seen in cities like Fresno, where November?s unemployment among the packers, cannery workers and professional fields that make agriculture productive stands at 16.9%.
It isn?t just Fresno, although it appears to have taken the worst of the crisis. Besides Fresno, four other Central Valley cities got listed in the bottom ten of MarketWatch?s 2010 survey on the worst places to do business in the US. Fresno came in dead last at 102 on the list.

The collapse has another element to it for Californians as well. The state has a huge budget shortfall, currently estimated around $26 billion, and cannot afford to expand safety-net programs to help the Central Valley.

One reason the budget hole is so large is because of the lack of revenue from normally-robust agricultural production in that region. Instead of being a net revenue producer, the Central Valley threatens to become a sinkhole of welfare spending that will hasten the bankruptcy of the nation?s largest state, and an economy that would normally rank among the top 10 in the world if considered as a nation unto itself.

This is entirely the result of federal government intervention in agriculture, which might be understandable if it was intended to help agriculture. Instead, it comes as a hostile act to both the people of the region and Americans as a whole. Thanks to the collapse of the Central Valley, food prices will increase as we have to import more from countries with much less strict environmental controls, which is merely an inconvenience. The starvation that has begun is more than an inconvenience ? it is a national embarrassment, and a moral outrage.

The budgets of states like California and New York have been blown to hell since the financial crisis, and even in the lukewarm "recovery," they're miles from being balanced.

Why?

One big reason, Robert Frank points out in the WSJ, is that these states depend enormously on the welfare of their richest residents.

Almost half of California's income taxes come from the top 1% of earners. In New York, the percentage is now 41%, up from 25% in 1994.

In Connecticut and New Jersey, the top 1% pay more than 40%.

Being so dependent on super-rich people is great when times are good, because revenues soar. But the trouble is that the earnings of super-rich people are super-volatile, so when times are bad, or even mediocre, tax revenues plummet.

If governments approached budgeting the way smart people would, they would run massive surpluses in boom times, thus storing acorns for the inevitable winter ahead. But if our government officials have demonstrated anything over the years, it's that they are utterly incapable of doing this. Instead, they look at the revenues in the boom times and think "WOW! We're rich! We can spend every penny of that and more!"

And then the boom times end and deficits explode.

This phenomenon is especially acute in states in which huge portions of the total tax base are paid by super-rich people, because the incomes of super-rich people are wildly volatile.

California has had no significant off-shore oil drilling since the Santa Barbabra blow out of 1968. That is what kick started the EPA of 1971 and more.

If California allowed off-shore drilling, the royalties would pay their debt within five years. There is THAT much oil under the sea.
