Brooks, 31, was a passable NFL quarterback for the first five years of his career, but he's struggled badly the last two seasons for New Orleans and Oakland. Brooks is still young and has plenty of starting experience. Behind Damon Huard, there may not be a better unrestricted free agent quarterback, but Brooks should only get offers to be backup. He'd do best in a West Coast system like in Minnesota or Tampa Bay. The Raiders are now freed to draft a quarterback or potentially look for a veteran in the trade market.
