Yes, but many States allow up to 2 years after Residency for an MD to pass the boards....
Some Residents were unlicensed when I was practicing Pychiatry as well...

Old Baseball nickname from High School....every time I played I got nasty as hell from head to toe.... and it just stuck..
I have been called that since 9th grade but it really stuck my Junior year when we had a lot of rainouts in a row and we had a Double header 3 hours away to make up games and we got home at 2 AM and had school the next day. We also had a Doubleheader at home that day. I was not going to wake my mom up at 2 AM and ask her to wash my Uni so I threw it in the trunk. Got to the game the Next day and put it on... it was nasty... in the DH I had went 4 for 9 with 5 stolen Bases. I was a SS and weighed 170 pounds back then and could run a 6.69 Sixty. .... well when I put on the Uni, it was Nasty, and I walked into the Dugout for Pregame Warmups and everyone started Ragging my ass... I hit my chest with my open Palms and Dust flew up like Pigpen in Charlie Brown..... It was hilarious....
After that everyone called me dirty... Only ones who didn't were my Family and TEachers... Even when I got to College it stuck as My best friend and I went to the same school to play baseball. He was bound and determined to make it stick. The Professors and Faculty called me dirty.... Still today only people that call me that Chris are basically Family.....
Just a part of life... I never really minded it.
