It's the only major city that I can think of where the majority of people are Black. It's not only for Blacks but because of the racial make-up the program will benefit Blacks more than other races. The title is misleading. This isn't a quota type program that we've seen in the past or Jesse Jackson complaining about the lack of Blacks type of thing.
