While you?re watching this excellent 60 Minutes story on the coming implosion in state governments, remember one key statement about halfway through this from Steve Kroft: the Great Recession didn?t cause this budget insanity, it merely exposed it. The overspending has been going on for decades, especially in places like Illinois, California, and New Jersey, as well as ridiculous union contracts that have California spending more on its public employees than it does on the entire state-owned public university systems it operates. Illinois has gotten so bad that landlords are evicting legislators from their business offices and police officers attempting to put gas in the tanks of their patrol cars have their state credit cards declined at the pump. :blink:

Chris Christie makes it clear when discussing the rail project he had to cancel. ?We don?t have the money,? Christie explains, ?we literally don?t have the money.? He?s not the only one, either (via The Right Scoop):

The ?ride to the rescue? in Porkulus didn?t produce any improvement in behavior. Instead of either facing the music and making cuts in expenditures ? especially in reducing bureaucracies ? the states used the Porkulus bloc-grant funding to paper over their budget gaps and punt on the hard decisions. The federal government shouldn?t have borrowed money to provide that fig leaf the first time, and they won?t get an opportunity for Round 2 fig-leafism with a GOP House.

That leaves the states on their own to do what they should have done years ago ? cut spending and press for pension reform in the public-union contracts. Will the states finally take control of their budgets? If they don?t, prepare for another collapse in the banking sector.

Not a chance. Unlike most blue states, Texas is self-sufficient. They refused stimulus money last year, so they most certainly won't be begging Washington for a handout.

Also, unemployment in Texas is lowest in the country -- less than 8%.

Man, why can't the whole country be like Texas!

The Tax Foundation has released a fascinating report showing which states benefit from federal tax and spending policies, and which states foot the bill.
The report shows that of the 32 states (and the District of Columbia) that are "winners" -- receiving more in federal spending than they pay in federal taxes -- 76% are Red States that voted for George Bush in 2000. Indeed, 17 of the 20 (85%) states receiving the most federal spending per dollar of federal taxes paid are Red States. Here are the Top 10 states that feed at the federal trough (with Red States highlighted in bold):

3. New Mexico ($1.89)

With the outcry over the abuse of stimulus money by President Obama, Texas Govenor Rick Perry brags about how "he" rejected the offer of aid from the Feds. This is a outright lie. Texas did need and recieve the money to cover shortfalls we have and did take aid, readily and rightfully. In my opinion , Governor Rick Perry lives in his own little world called Texas. He lies about taking federal aid, he takes the life of innocent people whom he executes discarding any recommendedations or reports showing their innocence.
His words are now hollow and unbelievable, he has made Texas top of the list for his swift executions and disregard for anyone who does not agree with his agenda. His firing of the forensic panel members is a disgrace . Every move he makes is either stupid or plain lies.
And now we find out that even while denying accepting the stimulus money, he has made plans to spend millions of it to restore the Govenors Mansion because there is no money to do it otherwise.
Well maybe he won't be there long enough to enjoy it. Better than the denial of receiving the money , he should have just said he thought it was a home improvement loan.

The recession and housing slump have ended booming growth for many cities in the Sun Belt, USA Today reported last week, while some older urban centers and places with diversified economies are enjoying healthy gains, current Census estimates show.

This should be considered in light of Paul Krugman?s essay today in The New York Times, titled "The Third Depression." It is a better name than the ?Great Recession,? which doesn?t make any sense, and something better to call it than the ?greatest depression since the Great Depression.?

The Third Depression returns earlier to the Long Depression, an economic slump in the late Victorian era, which was called the Great Depression until the Great Depression. This should verify my claim that the Obama Democrats and Krugman in particular are locked in a cultural time warp asking devotedly every morning, What would Roosevelt do (WWRD?). Exactly as the political establishment of the South was until the 1940s, parallelized by cultural homage to the Confederacy, which crippled them economically, while the South at large was yearning to move on. To paraphrase the Divine Miss M, when it's 3 a.m. in L.A., it's still 1933 in New York.

A better approach comes from Robert J. Samuelson in today?s Washington Post. ?There's a great deal economists don't understand,? he writes. And quoting Keynes, he says that practical men, who believe themselves to be quite exempt from any intellectual influences, are usually the slaves of some defunct economist.

To the layman, the refreshing thing about Keynes's writing is that he often includes himself among the gods who fail. Earlier, Samuelson has advised economists to study history.

Texas cities are emerging as the growth leaders, according to the July 1, 2009, estimates. Four of the 10 fastest-growing ? including No. 1 Frisco ? and 11 of the top 25 cities that have populations above 100,000 are in Texas.

The country today is fully formed. The regions, from Texas to the Pacific Northwest, have their own unique personalities, as Jefferson said they would in time. And when that time came, he said, the kind of global overview Krugman today proposes would be overbearing, inhibiting, even totalitarian.

Texas Gov. Rick Perry advocates instead a competition between states and regions as a relevant approach to the times.

In a recent interview with Hot Air and conservative blogger Melissa Clouthier, he said, ?States that have good polices ? those are going to be the states that people are going to move to,? and pointed out that Texas is among the fastest-growing states for good reason: ?That?s the place where there?s more liberty, more freedom, than any other state.?

More Fortune 500 companies call Texas home than any other state, said Perry. He pointed out that Bobby Jindal is trying to put Louisiana in position to knock Texas off the throne, and Haley Barbour is doing the same in Mississippi. What he wants is a federal government that stops strangling innovation and success with top-down measures that take all the money and leave states in a completely subservient ? and ultimately redundant and obsolete ? position.

Perry emphasized the need to keep competition between the states as laboratories for policy, ?so that if somebody in CA comes up with a healthcare plan that doesn?t work ? is a debacle ? it doesn?t destroy the entire country.?

Federal Tax Burdens and Expenditures by State

Executive Summary
The Tax Foundation?s annual federal tax burden and expenditure study clarifies the geographical patterns of income redistribution that federal tax and spending policies cause each year. The results of the study have been controversial for years because they show that the nation is not only redistributing income from the prosperous to the poor, but from the middle-income residents of high-cost states to the middle-income residents of low-cost states.​
Thanks to a steeply progressive federal income tax, states with higher incomes pay vastly higher federal taxes, payments that are unlikely ever to be matched by federal spending directed to those states. Ironically, most of these high-paying states are the so-called blue states that have generally elected politicians who support a more steeply progressive tax system even though their own constituents bear a greater share of the burden as the code gets more progressive.​
All categories of federal taxes, including income taxes on individuals and businesses, social insurance taxes, excise taxes, estate and gift taxes, customs duties and all other taxes, are tabulated and the total tax burden of each state is determined. This figure is compared to the flow of federal funds back to each state, bringing the two sides of federal fiscal operations together.​
In fiscal year 2004, New Mexico, Alaska, West Virginia, Mississippi and North Dakota received substantially more from the federal government than they paid in taxes, while New Jersey, Connecticut, New Hampshire, Minnesota and Illinois paid much more in taxes than they received in spending. Tax burdens for fiscal year (FY) 2004, which starts October 1, 2003 and ends September 30, 2004, are used in this study because the most recent state-level federal expenditure data released by the Census Bureau, to which the tax burdens are compared, is for FY 2004.​

Why Do Some States Feast on Federal Spending, Not Others?

This morning we released our famous annual analysis of federal taxing and spending by state—popularly known as the "giving and receiving states" report. Here's a map from the study, illustrating which states received the most and least federal spending per dollar of tax paid (click to enlarge):

So what explains the distribution of federal taxing and spending? As you can see from the map, states that get the "worst deal"—that is, have the lowest ratio of federal spending to taxes paid—are generally high-income states either on the coasts or with robust urban areas (such as Illinois and Minnesota). Perhaps not coincidentally, these "donor" states also tend to vote for Democrat candidates in national elections. Similarly, many states that get the "best deal" are lower-income states in the mid-west and south with expansive rural areas that tend to vote Republican.
