The stories say he was going to court and not a commission so that might be an indicator. Or maybe he was such a noob he didnt know about the commission, I am sure they have one. If anyone took 5 seconds to look up what the state rule is (and if they dont have one they better) on how tickets are written and paid and any sort of 'technical' issues ( I know for a fact there are dozens of them for slot machines in every state that has those) then they would have known.
I suspect fanduel was legally obligated to pay and thats why they did it. They just wanted to take the time to look up the actual law, so who was shot taking whom?
