OTB, clock runs after ball set. Any hit where ball carrier not clearly going forward OTB isn't even OTB so clock never stops. Penalties clock restarts after ball set. Now first downs don't stop the clock until ball set. All of that game time goes to commercials, injuries and video reviews. Just another example of the controlled demolition of college football.

NCAA also had a rule fumbles couldn't be advanced by the defense unless caught in the air. The only good rule NCAA has left is down without contact. Makes it simple.
