I assume so because I got the line history from VegasInsider which uses a version of SO/DB.

Neb +1 was probably available from the TI mobile app (I wasn't monitoring it personally) from the evening of Nov 16 to the morning of Nov 17. After the TI sportsbook opened at 7:30am , the line was changed 5 minutes later.
