If it passes through all the roadblocks its almost certain to be allowed mobile and online. The whole "bets must pass through tribal lands" is similar language to what you see in New Jersey, bets must be processed on a server that resides on a licensed property's site. In a digital age that means nothing other than assuring a handful of IT jobs are kept on site.

The tribes like to tell anyone who listens that "Californians aren't ready to take that step of betting on a phone or computer."

If you Californians want to be on mobile it pretty much will take you changing the constitution and wresting control of gambling away from the tribal mafia.
