I heard SEC, ACC & Big 12 will compete because NCAA doesn't control game....7 of the top 10 in those respective conferences.

If I recall correctly, its the way the entire bowl system evolved. Basically its outside NCAA control. For over a decade, the BCS did its own thing, CFB playoff is the same.

The CFB playoff is a creation of the power 5 conference commissioners. NCAA has nothing to do with it as the FBS subdivision has no NCAA sanctioned playoff and "official" national champion. The CFB playoff committee members also play a role along with the bowl games themselves in slotting the participants in the top bowl games (Rose, Orange, Sugar, etc.).
