what happened was a US top secret jet f117 was shot down . China knows they are open game if they try and get parts of the plane. The US had no choice but to attack the place that was holding the jet parts.
fast forward to the f35 this past year that fell into the china sea . China and russia knew better not to go after the plane that went into the water. It would be the same way if china had a plane that went into the water. With china protecting their downed plane.

No one believes an organized sanction campaign by the worlds most powerful economies would be pain free, far from it, the point is that two months into this it's effects are less than anticipated.
As of now the vast majority of russias exports are still going to europe and other traditional export markets. India ramping up purchases is just starting.
The bottom line in the article is that russias production has "slumped" from 10.5 to 10.2 million bbls/day, in my book that is insignificant, especially considering prices have roughly doubled.
