He is too good to just let go.

But if you let him test the market, there will be team(s) throwing stupid money at him.

However those turnovers will NEVER go away

At this point in his career I doubt he can change who he is, he'll always be a guy who throws for a ton of yards and TD's, but will always be a turnover machine

Franchise him for 2020

It will be expensive to do so but you can't sign him to a long-term $80-$100M+ deal but you can't let him walk away

Probably best to do it but the cost for a QB franchise tag is high and will keep going up. The Rams were faced with this and decided to pay Goff and everyone is questioning it. Mistake the Rams made is they have to build the team around the guy now and have crap to work with. Bucs probably thinking they need another player or two other than Winston to build around.

If they don't sign him the best they probably can hope for is a something like a little Fitz Magic (not saying him but similar performance) and worst is stuck with a bad project like Blough or Minshew. That's stuff straight out of tear down rebuild so they better get a few studs elsewhere.

Fitz may be the direction to go. He's not going to kill your cap. Sign a QB for $25 Mil/year, now you are cutting pieces that help your team.

Gotta keep him. His INT numbers are a bit inflated due to bad luck, some bad receivers, and situational football warranting risky throws.

What do you do with somebody like this? That's the million dollar question. On his good days he will absolutely tear a defense apart. On bad, he will make CBs and secondaries look like WRs.

IMO the move is to get 2 first rounders for them, and try your luck with someone else

If someone offers Tampa two firsts he would already have been traded.
