I think this may be about the mobile part. The mobile-only was twice as much as a land-based casino with an app. Besides that, Fanduel had to sit out an extra 1-2 years.That's a huge price to pay to get in a few years early. The ownership there is running out of money to build the casino and its long term profitability is kinda questionable with so many casinos closer to the population and VGTs everywhere.

The racing license is gone, it became an equestrian center, but a few proposed making it a racino site on the basis of the past licensed activity. Originally the idea was to put it in Tinley Park but when the papers got a whiff of Rick Heidner's friends there was swift action to make sure that wouldn't happen. Balmoral site doesn't appear likely to happen due to the many bids for a South Suburban casino in the same area.
