It started during his early play-by-play days with the Knicks in the 1960's. It used to refer to any long field goal attempt, and was later adopted to the 3-point shot. I can't verify it, but I believe the expression came from the fact that Madison Square Garden is in midtown Manhattan, and the length of the try reminded him of someone shooting it from so far out, he wasn't in midtown anymore, he was firing from all the way downtown.
