$500k seems awful high, i assume that's for police OT and the like, on overtime a cop make maybe $60 -70 per hour, figuring a 6- 8 hour shift. $500k would be the equivalent of 14-1500 cops. I bet el paso doesn't even have that many cops .

That means they're inflating their request, I would demand an itemized list before I paid a dime, and if there's the slightest evidence of fraud, you pay nothing.
