I don't tip people for just handling a cash transaction, unless there's some added service involved.

I don't tip bank tellers.

I don't tip 7-11 clerks (which I was at one point).

I don't tip ticket writers, absent some additional service involved. But just taking or paying a wager? No.

That's correct, if NJ overturns PASPA, they won't have the limitations like in Delaware's situation. Nor would Delaware anymore for that matter.
